Prof. Romy O. Okoye is a founder of the Association. In November 1999, over breakfast at Nkisi Palace Hotel, Onitsha, Prof. Okoye and Dr. (Mrs.) R.U.N. Okonkwo noted that Nigeria had no professional body for Educational Psychology and related disciplines. On 17 April 2000 at Nnamdi Azikiwe University, Awka, the two studied Prof. Okoye's proposal for a national society, and Prof. Okoye became its first Secretary-General.
Prof. Okoye was also the Association's second President (2004 – 2006), served as Editor-in-Chief of the journal (Volume 6), and is now the Patron of ACLP.
